Request for records And full discovery disclosure



  Between the years 2005-2006: there began a series of rapes involving officers and military personal in  Tucson and surrounding cities, including Wilmot and Moraines AZ.
  I Special Agent Dove, Of the United States Supreme Court do Hereby request personnel records of all officers and judges in and around Tucson Including Military Police Stationed at Davis Mothan Air force Base, during these two Years (2005-2006 ) Additionally, I am requesting full Discovery on all rapes committed in Pima County involving officers during (2005-2006). For comparison with personnel records of officers in around North Georgia (2007), and Discovery on rape cases that occurred during January, February and March of 2007 in and around North Georgia., as well as the names of GBI, and FBI personnel, Of the same year.
  Additionally, I am requesting the names of all judicial personnel in North Georgia. For, comparison with personnel records of officers and Judges in Sonora and Jamestown of Tuolumne CA. present on or about, 25 November 2009 and finally all officers of Cherokee Cobb, Bartow and Fulton Counties, In North GA, as of July 2012  including judicial officers and judges. These records are requested for the purpose of investigation in connection to [TITILE 18 PART 1 110A SECTION 2261] The Stalking of Agent Dove (Dennis Shawn Doty). For the purpose of [TITILE 18 PART ONE CHAPTER 73 SECTIONS 1505, 1510], Obstruction of a Criminal Investigation, obstruction of Justice before proceedings, respectfully and, [TITLE 18 PART 1CHAPTER 19 SECTIONS 371, 372, 373] conspiracy to commit offense, conspiracy to harm or impede officer, (Dennis Shawn Doty) Special Agent Dove. Soliciting another to commit a violent act against a victim. Respectfully and [TILE 18 PART 1 CHAPTER 21 SECTION 401-2,] Contempt of Court, Misbehavior, of Court Officials, Impedance of Evidence to Justice Respectfully. In addition I have already suffered torture in the performance of my duty to the United States and the victims of these officials, which have been arrested and tortured and/or raped by them in Tuolumne County CA. Pima County AZ and presumably New York City. Based on the consistency with their Mode of Operation in Pima County AZ Tuolumne CA.(2009) and North Georgia (2007) the cases  in North Georgia  were somewhat different however the same subject are indicated by their presence stalking Me from Tucson, and there former criminal acts Including abduction by arrest  and rape in Pima County AZ.
   I am additionally requesting the evidence of video graphic, sound recordings and
  Documentation involved with Case number (31377) Dennis S Doty (09-3620) Booking# (B0068954) this is the very evidence that was refused me at the time. Which evidence, also included torture, and attempted rape with which I was treated by these same officials stalking me from Tucson AZ. In order to [Section 372 Chapter 19 Part 1 TITLE 18 USC] Conspiracy to harm or impede an officer. They were aware of my status I had already disclosed, and they had been stalking me for years at that point. I recognized personally identifying several of my assailants, one of them in court as he was the bailiff, and arresting officer impeding me from the Court whose judges all four of whom I recognized on site were stalking me. Although I had diplomatic immunity they still proceeded to unlawfully prosecute me on an unlawful charge of contempt and refused Discovery Disclosure on my evidence and theirs, in short they had no evidence because all of the evidence showed them to be group of unlawful officials in, [USC Title 18 Part 1 Chapter 19 372] Conspiracy to Harm or Impede an Officer.

 Chapter 94 Part 1 TITLE 18 of US Code (Purposed)
   Evidentary Procedure on Psychopathic Predator Cases

(1937) General Provisions:


​​ (1) Any Person who commits an offense under this Chapter, shall be confirmed guilty under Sodium Pentothal Evaluation, in order to protect the innocent,”Those absent of malice are         innocent”, from false or erroneous allegations of Psychic Crime.

 ​(a)  Immunity to lesser crimes is herein granted on the [Fifth Article of Amendment to the United States Constitution]. However, the rights of the victim of violent crime, must be                    construed as sufficient cause to justify the setting aside of the Fifth Amendment, in these violent crime cases, Involving victims in grievous need of relief, from the attacks of cruel              and vicious killers, rapist, and tortures.

 (b)  That being said it is the purpose of Pentothal to prove innocence and not guilt. As, it is the habit of this type of criminal to falsely implicate the victim by psychic induction of similitude (see terms for evidentary procedure) both physical and emotional wherein the perpetrator forms in his or her imagination an image of the victim or emotional perception of malice in the victim, and then telepathically projects that similitude into the minds of others.(similar to a television signal, only on the alpha band) Causing others to believe the victim guilty, effectively causing the victim to suffer wrongfully the hostility of society in the place of the assailant. The predator will then wrongfully accuse his victim to authorities, the very crimes and assaults the victims themselves have been suffering.

 (c) Victims placed together after Pentothal evaluation and deposition will often times be able to sort through their memories, in order to give better evidence as to the identity of their attacker or attackers. Those subjects named or described by the victim or victims shall then be taken into custody for evaluation under Pentothal, until the guilty party or parties have been identified.

 (d) Therefore any person, making a complaint under this chapter, shall be interviewed under Sodium Pentothal.

 (e) Victims shall not be asked to give depositions on polygraph. Polygraphs work by detecting emotional distress, in the subject being tested. Although, in this type of case, said                   distress could be the result a Psychic Assault, making the innocent appear guilty. While the guilty go unprosecuted. Furthermore psychopaths tend to be pathological liars without             conscience and would therefore, not experience any distress at the questions or subsequent lies told the examiner, while undergoing the Polygraph Test.

 (f) Therefore, it is Sufficient for a warrant to serve on the cause and claim of a victim or victims’ testimony to these vicious and cruel acts of atrocity. Which themselves constitute                    [§2340 Chapter 113c Part 1 TITLE 18 USC] Undue Physiological or physical pain and or Surfing intent of the law





(1938)  Psychic Predators and the Government.

​ (1) On and in support, of the[Fifth Article of Amendment to the United States Constitution], it must be remembered, that self-incrimination contributes to the cause of tyranny,                            despotism, extortion, and sedition with trifle, hypocritical and Sudo-Religious laws, or other transient causes. Therefore, use of Pentothal must be limited to violent crime cases,                     Involving a victim or victims of malice. In addition, in cases of National Security importance, Sodium Pentothal and not torture is indicated.

     (a) Torture shall be prosecuted to the fullest extent of the law, including those cases of crime   which, are perpetrated by officials acting in the authority of the public trust.

        (b)  Moreover, as Government torture constitutes a threat to National Security, on the [Eighth Article of Amendment to the United States Constitution], all officials found committing Torture, or of giving assent to Torture, shall be likewise evaluated under Sodium Pentothal.

        (c)  All OFFICIALS, of The United States Government, and of the United States Unified Militia, having authority in the public trust, are vulnerable to Blackmail and Extortion. Therefore, all officials, including all officers, shall submit to Pentothal evaluation once annually In order to protect them from extortion, and or blackmail. All subjects under Pentothal will tell the truth, making it impossible to blackmail, or extort them. All subjects under Pentothal shall receive the same rights to immunity as outlined (§1939 of this Chapter).

  (d) Failing Pentothal, they shall be charged under this Section and under, [TITLE 18 PART 1 CHAPTER 113c §2340a, AND §2340b], Torture, where applicable.

(2)Because of the criminal Nature, and cruel measure of the crimes involved, these officials, “the sociopaths seeking wealth and power”, are likewise suspect of psychic assault, and the extortion of their fellow Public Officials. Whom, then fear scandal when, none will believe. Psychic Crimes, like extortion present a particular threat to society, and to the Government. Those charged under this Chapter are entitled to Pentothal Evaluation, before the Court. If found guilty, the subject shall be remanded into the custody of a mental health facility, under sedation of Thorazine and Demerol, in such a state as to protect society from their psychopathic assaults and manipulations, until appeal. The condemned shall continue in custody, and in the a fore mentioned state. Failing one appeal, Judicial discretion is reserved; on the [Tenth Article of amendment to The United States Constitution], to the disposition of appeal and parole, in order to, protect the courts and the public from those convicted. By, the Arthur of this Chapter, Citizen of the  United States, Victim and Agent of the United States Supreme Court, in the interest of United States National Security, Public Safety and Happiness.


   (a)  It is a Threat to the public and to The National Security of The United States, to allow the Mind predators continuance in Authority of the public trust, Their heinous and cruel        crimes.


   (b) Moreover, the extortion and manipulation of their fellow Government officials, as is stated above, must be prevented. The only way to confirm, beyond the shadow of any       doubt, that the subject/defendant has not been falsely or erroneously implicated, is to make a finding of malicious intent, under Pentothal.


   (b) Because, Psychopathic attack is often accompanied by extortion, or even physical attack. Indeed, the vast majority of all Serial Criminals have been diagnosed as psychopathic, many with Sociopathic Tendencies.

   (c) Psychopathic Predators tend to use the similitude of their other victims, (See Terms for Evidently Procedure), appearing in the mind’s eye, of the victim currently under attack. While, causing no physical injury, in many cases, the psychopathic attackers destroy the lives of their victims.  Assailants use psychic induction of hellish and nightmarish realities, experienced in the minds of victims currently under attack. Most victims have no defenses whatsoever, and therefore are left to the mercy of them that have no mercy. Especially since the victims are typically misdiagnosed as suffering some sort of delusional psychosis.

 (d) Often, the testimony of a victim, together with two Independent psychiatric experts alone, may be construed as sufficient to the prosecution of psychic psychopathic attackers. Therefore, the use of Sodium Pentothal, in the final stages of criminal investigations involving Psychic crimes, must therefore be construed, as due process and compensatory investigation, for this previously unknown type of violent crime.

​  (a)  Immunity, for all lessor crimes and offenses, shall be upheld on the Fifth Amendment.

 (b)  Right to have the evaluation videotaped, as all evaluations shall be conducted on video, in order that the innocent be protected from corrupt officials attempting to impeach them.

   (c)  Right to discovery; defendant and his or her attorney shall receive a copy of the evaluation video on tape CD/DVD or other media, and shall be given opportunity to view the video before the next scheduled court appearance. In order that, the defendant and his/her counsel may prepare for trial.

   (d)  All subjects have the right to trial by fair and impartial jury.

   (e) The suspect shall have the right to counsel both for and against him or her at that time.





(1940)  The Psychic Predator Test
 (1) All subjects; suspect and Victim, of any type of psychic assault, shall be placed under Pentothal, and shall, be read the following list of questions. It is the intent to commit a violent criminal act that later becomes comes the Act itself. [SECTION 601 CHAPTER 11 PART 5 TITLE 18 & The 5TH ARTICLE OF AMENDMENT TO THE UNITED STATES CONSTITUTION] shall be upheld for the victims.

 b) Can you do anything to others with your ability?
   c) Do you like to hurt people?
   d) Have you ever used your ability to spy on others, do you follow them and, why?
 e) Have you ever killed anybody or caused them to kill themselves or others?
   f) How did you do it?
   g) Have you ever raped any one and who?
   h) Can you astral project or leave your body if so what do you do?
   i) Do you talk to others in your mind, what do you talk about?

  (2) Pro-tempore until, the coupe, of the mark of the beast movement and all of its covens have been, removed from the Government.

  (1942) Offenses

  (1)  Stalking- Any person setting a link on the mind of another for any purpose, without the express or implied approval, and or consent of the other person, keeping under surveillance, following or otherwise harassing another, shall be guilty of Psychic Stalking.

  (a)  And, shall be considered a possible threat to the public and to the Government, and shall at
          that time shall be taken into custody. A physician shall be chosen at random, who shall administer Sodium Pentothal.

  (b)  The counts and under this section shall be read one by one, to the subject under Pentothal on the video graphic record.

  (c)  The subject will be asked about his/her involvement in the following psychic crimes on the record.


  (2) Psychic Assault

   (a)  Any person that causes or attempts to Cause harm fear or other distress for malicious purpose. By Induction of harmful and or false or misleading Psychic, impressions on the mind of another shall be guilty of psychic assault.

 (b)  Self-defense or the intent to protect a victim shall not be construed as assault.


(3) Psychic Extortion
  (a)  Any person who uses, threat of physical, mental, emotional, or other harm, as a consequence of failure to comply with request, orders and or any other type of unlawful demand, shall be guilty of extortion. See Also [All §, under Chapter 41, Part 1, TITLE 18 USC].

     (b)  It is a crime to place in fear of psychic attack, for the purpose manipulating or influencing citizens or authorities in the public trust. Or for any other propose except defense.  See [CHAPTER 41 PART 1 TITLE 18 US CODE& Chapter 94 (§1939-3a)], Above.

(4) Psychic Rape

   (a) Any person who induces on the mind of another the sensations of the genitals, or any kind of similitude;(See Terms for Psychic Predator Evidentiary Procedure) and           forces sexual contact on another, against his or her will, or by astral-projection forces sexual contact on another, is guilty under this section of Psychic Rape and                     shall be confided in a home for the criminally insane under the sedition of Thorazine and Demurral in order to protect his or her victim from said rape.



(5) Psychic Torture

  (a)  Any person who with malicious intent cause extreme and unendurable pain and suffering with mental anguish by any type of psychic ability shall be guilty under this       section of Psychic Torture. See also (SECTION 2340 CHAPTER 113c PART 1 TITLE 18 US CODE).

(b)  This subsection shall be reserved for cases for aggravated psychic assault.




(6) Psychic Murder

 (a) Any person who with malicious intent, causes by; Psychic Assault, Rape, or Torture, a victim to commit suicide is guilty of aggravated murder and aggravated torture,         under this section and shall be sentenced accordingly.

                         (b) Any person, who causes another to commit murder, by Psychic Deception of a religious or spiritual nature, by induction, or astro-projection, (See Terms for Evidentiary Procedure 1943 of this Chapter.), with or without similitude Impersonating a deity, religious figure, deceased family member, or other familiar to the deceived, shall be guilty under this section of murder.
  (c) Any person that causes another to commit murder, by false psychic impression, wrongfully implicating the innocent. By causing, the victim of the deception distress, by psychic assault, torture, or rape. Shall be guilty of murder premeditated, Psychic assault, torture and or rape, where applicable. Furthermore, shall be sentenced by measure of the suffering caused the victim, and the deceived, as prescribed by law in, [CHAPTER 51 Part1 TITLE 18 US CODE] Murder. Together with [TITLE 18 Part 1 chapter 113c 2340a of USC] Torture, and [GET SIGHTING There is no sighting on rape in US code, I purpose we and one to Chapter7, Assaults] Rape the victim of the deception was consistently show in his her mind’s eye the other victim face as he or she was assaulted and therefore the deceived shall be considered incompetent at the time of the murder. The victim of the deception killed the victim of murder believing him, or herself to be defending him, or herself. Therefore, is not guilty. Nevertheless, the deceived victim shall be evaluated and treated as necessary by qualified psychiatric professionals. Remembering, the conscience of deceived will be a grievous vexation, when the deceived learns that he or she was deceived into committing murder the deceived will require treatment and counseling lest the psychopath may take two victims, one by suicide.




  (1943) Handling of Psychic Predator Victims

   (1) Instructions to Officers and Investigators

 a) It is very important not to add insult to injury regardless of what you may think Psychic ability does exists this a fact proven fact in science and accepted by law and is                            admissible in court as evidence additionally other things of paranormal nature exists and should not be ignored not only can that lead to the deaths of officers and the people        but also the victim of said anomalies are due compassion to say nothing of due processes, equal protection under the law, and compensatory investigation. Additionally        psychopaths are serial criminals, killers, rapist, torturers and cannibals. Who seek positions of authority police officer for example many in history have been serial killers. A        badge is very convenient to someone who would like to be able to kill or commit rape with impunity, and not even be investigated. In short, do not rule anyone out of your  v                        investigations if a victim makes a complaint we must investigate not obstruct or practice medicine without a license,” calling the victim crazy”. Instead, take a report including                          the answers to the following question on the field test any number over three answered in the affirmative indicates the victim may be suffering the Psychic attack of a                                      psychopathic predator who may well be actively targeting your victim for slaughter,) rape, torture, murder, and or cannibalism you call them crazy you might well find yourself                        investigating homicide or suicide shortly thereafter.

 b) First read all of [TITLE 18 Part 1 Chapter 94 Psychic Predators “This Chapter”] Begin to check for a high instance of missing persons or rape cases following the same                                 pattern, because most serial criminals are psychopaths. Your victim can help you identify and locate the perpetrator of the recent serial crimes in the area the psychopaths                             tendrils tend to work both ways. If the victim is too weak physically or emotionally or is unable to help there is only one-way to stop the attacks. The victim must be sedated                         and taken in protective custody a minimum one hundred miles in a direction and to a location and keep comatose prepped for surgery in as deep a state of unconsciousness                           that medical science can safely provide for a period of 5 to7 days depending on how long the victim was under attack of the psychopath. This will break the tendrils and                               prevent the psychopath from establishing new ones the victim should be kept in said protective custody until the psychopath has been arrested and placed under sedation him                     or herself.

c)  Psychics are very helpful for the purpose of investigation, however all physics wishing to serve police as investigators must be will to submit to Pentothal evaluation, For                                 certification and clearance from malicious intent annually. Furthermore, psychics have the right to request neutral authority and appeal, Psychics shall also test privately on                               video, and said video may only be viewed by elected judicatory of the US Court of apples, and must be re-certified by review judge chosen at random of the last year’s                               evaluation upon request. Immunity from criminal prosecution is herein granted, for all but violent offenses on the Fifth Amendment. It is better to prosecute serial killers then           misdemeanors.





  (2) Field Test

 (a) Have you meet anyone of late that made you uncomfortable or seemed strange, mean, or maybe     even very unusably likable though you do not know why. Who were they or  can you describe them.

  (b) When did you begin to notice this perception of someone attacking your mind?

  (c) Where you raped recently?

  (d) Was it about the same time or shortly after you experienced either question (a) or (c) that you began to feel this way?

  (e) Do you experience sensation numbness or like heaviness or weight pressing on your mind especially   in the front of your head that tends to make it hard to think or an inability to                   remember things but only at certain times and not at other times.

  (f) Have you experienced an increased number of accidents of late, more usual?

  (g) Did it seem as someone know or unknown to you was laughing or gloating over you at the time this occurred.

  (h) Do you forget little things you need even though you have laid them out before you left to go somewhere?

  (i)  Have you experienced the sense that someone is watching you, or even in the room with you though unseen, maybe you can a shadow person?

  (j) Have you lately been hearing the voice of someone unseen it may be faint and indistinct or at a level? That you could not quite call it a voice and yet you perceive meaning and                 words?   Is that voice mean or perverse in nature?

  (k) Have you experienced any daytime nightmares?

  (l) Do you experience strange sensations especially around your eyes, or of a sexual nature




  (1944) Terms for Evidentiary procedure (Physic predator, and physic stalker}

   1. Physic Stalker- Any individual possessing physic ability whom for one reason or another begins to use the ability to watch, keep under surveillance, follow, and/or harass another is guilty of Psychic Stalking these are usually crimes of passion and obsession. Therefore, should be considered separate from predators and should be handled on a case-by-case basis.

   2. Physic Predator   A Physic Psychopath (according to Modern Clinical Terminology and diagnosis) with the ability to induce his/her psychosis including Thorazine and other sensations. That uses his or her mind to assault another with nightmarish horrors consisting of induced visual, auditory, physical sensation and other stimuli. Which, the psychopath first construct in his/her imagination then transmits to the mind of another,  whose mind will receive via some sort of receiver in the human mind largely unknown to science, at the present. However clearly exist as the author of this document has experienced this phenomenon personally, and has observed these criminal acts being perpetrated on others. Who have described the same experience and symptoms of Psychic Attack, Describing from their own points of view, without first having been told anything about the attacks against the author Therefore the most definitive deference between the psychopathic predator and other psychics is the induction.  A predator induces and a stalker only knows or perceives things about his/her victim, and their location at any given moment.

   3. Induction- indicates that the subject is able to focus on the mind of another and transmit his/her thoughts and or imaginings including sensations, causing a nightmare reality for the victim.

   4. Remote Viewing- The mind’s eye is sent out of the body to a remote location. CIA spent copious amounts of money studying this very ability. Additionally may have developed drugs to increase the ability in humans. note it is possible therefore that a few individuals involved with those experiments found that psychopaths  are particularly adept at induction and has therefore began to employ these individuals for extortion of public officials  in order to facilitate a cope in the United States Government

          5. Astroproject- The ability of some to leave their body and travel in the form of a spirit body or similitude of their physical body. Some may be less distinct and therefore merely     transmitting the mind’s eye (remote viewing), others are able to touch persons and be perceived at the target location, (astral-projection). It is this ability that  is commonly used to rape and torture a victim  or more likely victims with impunity because the victim will not be believed be law enforcement  officials which tend to add insult to injury by calling the victims “crazy” and therefore refuse to even investigate the a fore mentioned  violent crimes.

   6. Similitude- The spirit ethereal or physic representation of an item, idea, or entity, even emotions have similitude or copies. A similitude might at times appear to be ghost as with astral- projection see photo (1) enclosed with this report look in the small circle above the ghost shoulder (in the upper right hand corner of the photo, at other times they may appear as merely a “mind’s eye type picture of a face in the mind of a victim under psychic attack. Most generally the picture of another one of the psychopath’s victims, induced on the victim’s mind, in order to manipulate the victims against one another by false incrimination. It is a very Important thing to note that the victim will rarely see in the their mind the true attacker except when the attacker wants them too because the victim only sees what the psychopath imagines in his or her own mind then transmits or induces of the mind of his or her victim like a television signal only complete with a similitude of physical sensation, and emotions of fear and the vile perceptions of rape. including at times the induced psychosomatic physical and psychological effects of drugs which the psychopath ingest and then induces on his or her victims complete where applicable with the physic somatic responses of allergic reaction even though a carefully administered drug panel will revile no drugs in the victim blood.

  My name is Dennis Shawn Doty; I can neither confirm, nor deny that I was appointed special agent of the United States Supreme Court under Janet Reno’s Administration. I am a mission specific special appointment. Initially, my case involved psychic predators, in and around Tucson AZ., and the Surrounding cities. Upon news reports confirming testimony of a victim, I was personally associated with, indicating that she had been raped by officers in Tucson and they were still continuing to assault and to rape her psychically, and by astral projection, also called “remote viewing” by CIA researchers.
  This victim indicated. That she was refused due process and equal protection under the law. In fact, she was told that, Tucson, would not even investigate, the sexual assault she had suffered, because, her assailants were officers. Further, they indicated they were not even, willing to investigate officers. It then transpired that after 23 victims, had been arrested and rapped by Tucson police officers. The city, the police department, and the court still refused to obtain DNA evidence for officers accused of rape. Because the Police Officers’ Union. Argued, that it was a violation of the officers’ 4th and 5th Amendment rights to require DNA samples from officers. The Superior Court, of the State of Arizona Pima County upheld.
  In addition, the victims’ rights were in fact completely ignored. Therefore, the right of assailants to commit their atrocities, in the guise of officers acting in authority the public trust, was upheld. By,” The Blue Wall of Obstruction”, A saying  frequently employed by Officers to describe [TITLE 18 PART 1 CHAPTER 73-1505,1510 AND CHAPTER 19 371-372] OBSTRUCTION OF A CRIMINAL INVESTIGATION; OBSTRUCTION OF JUSTICE BEFORE PROCEEDINGS; CONSPIRACY TO COMMIT OFFENCE, and CONSPIRACY TO HARM OR IMPEDE AN OFFICER, respectfully.
  I was witness to the psychic attacks against Wanda, and watched her as general condition deteriorated as these corrupt officers, continued to rape and assault her psychically while accusing her falsely telepathically of allowing the rape and calling her names as if she invited their attacks, “they do falsely accuse the innocent of that which they themselves do”, (The Holy Bible). I must also add that I did my best, to protect her, and others by fighting the assailants psychically, and trying to block the predators from their minds.
  I have noticed during the curse of my investigation and have discovered many other important facts. For one thing, there was a remote viewing lab in Tucson when I question an Individual within the 10’ high chain link fence surrounding a fairly small one story building of the type of architecture commonly used in government buildings such as schools, and being not much larger than the typical single family home. It had a flat roof and was a little odd in appearance, most of the lot was taken up by a gravel parking area. With a small sign indicating this was a Remote Viewing Lab, attached to the fence. It seems a little odd, to this investigator, that all of these psychic attacks were taking place, in a town where CIA; had for thirty years been, “By documented reports of government involvement with psychic research, in amongst other areas remote viewing. This is what Central Intelligence, calls astral projection. Also, the style of architecture used in the construction of the building, Is consistent with, government buildings, built during the cold war. And, place its age, at between 30 and 50 years. That coupled with a high rate of psychic crimes, in the area.  That gave me pause, to consider the idea, that there may be something wrong, with this picture in Tucson.
  In addition to the events surrounding the victims of rape including Wanda I meet a very strange young man by the name of; Curtis Ludlow Tarbox. Tarbox was the most vexing person I had ever encountered in my many years, as minister on the streets HI ways and by ways of the United Sates having made by this time many trips accused the United States. Never before had I encountered one that required me to remind myself of my duties as a minister to at least attempt to help all Curtis instead made me want to put him as far from me as possible. However Curtis wanted to hang out with me constantly. I didn’t know why at that time.
  Of course, as I said Curtis was very hard to deal with. Something about him, that was to distressing to me, at some deep level of my mind or hart or both. A feeling unlike, any that I had been accustomed to. Of the many things, I could put my finger on; none were the problem feeling that was associated with his presents. I now know what that feeling was associated with his presents.it was my own empathic perception of his of his malice something I have learned to listen closely to, since that time. He was setting his tendrils on my mind. Therefore he needed be in my presents as much as possible to establish his tendrils. Because, my of spiritual training and atoning, my mind and spirit were strong enough to protect me. Therefore, it wasn't, until I was in Tucson for six months that I started to notice things like accidents at first with increasing frequency. Then a perception of someone laughing at me, as time went on this impression became more and more clear until, I could eventual identify my antagonist as Tarbox. the psychopathic Tarbox wasn't satisfied the blocking my mind, using one of their(Psychopathic Techniques) I called Induced Mental Subduction or distracting me Psychically at a critical moment until he Caused mistakes or accidents and forgetfulness though by that own time my psychic ability was becoming stronger and more acute where I began with empathic abilities,(I felt the emotions of others including Ghost),augmented by a recent anointing of the Holy Spirit made telepathic for the purpose of counsel and comforting of other in the spirit as a minister of the lord the love and the life the three that are one. However, as my abilities grew because of the assault of Tarbox and the others also became aware of me and I became aware of them because they started attacking me as well. Shortly thereafter,     





  After being appointed as Special Agent Dove of the United States Supreme Court by the lawful and right honorable Chief Justice Janet Reno. I attempted to investigate further and I was impeded myself, of course that was largely, due to the covert nature of the appointment, I could never reach neutral authority, however. Finding myself unlawful detained arrested and numerous occasions, and on one occasion assaulted physically upon, enduring other tactics implemented in order to extort me. I fell back to regroup in El Paso, Texas. Where I was to collect an aircraft that was awaiting me there with my identification and other documentations of my status as a Special Agent then return to Pima County AZ. This was in October of 2006

  However upon arrival in El Paso the Enemies Domestic were already there and as I arrived at the airport El Paso international I believe, corrupt officials stole the aircraft and impeded my progress to it. They that stole the aircraft appeared to be security and “dirty blue” from the El Paso area check the aircraft for my documentation further officials refused even to file report on the incident  


  I am to heavily impeded, to continue at this time the writing of this report I have included all that I have to date on this case sorry for its incomplete editing however I don’t have the resources to compete with maggots who continue to gain access to this computer and destroy my work .Please consider request for discovery as precedence cases for Chapter 94 (purposed)In addition I made clone of my hard drive which will provide as further evidence of obstruction and spoliation it is only certain files having to with this case that are being despoiled once I have the evidence I have requested. All seeking, one purpose, that This Nation not fail from the earth, to be one Nation under God with liberty and Justice for all. By our amicable and, just Counsel for Right Judgment and Equity we further Declare the Constitution, Bill of Rights, and Declaration of Independence, to be the Holy Scripture of Natures Creator. And, the highest law of this land. We the Undersigned, Herein and Hereafter, with all that give their Assent to this Title, The Lawful United States Unified Militia and the Government of The People by The People and for The People, Do Hereby and Herewith, Serve notice. That the United States, shall not fail to protect, uphold and defend the the United States Constitution. The United States Unified Militia Reserves the right and Lawful Power under the [10th Article of Amendment] to Arrest and Prosecute to the just and equitable limits of the law any that oppose, interdict or unlawfully replace by force or deceit any title article or amendment to the United States Constitution or other just law, for any malicious purpose including hypocrisy or greed.” The Congress shall not make law respecting an establishment of religion.” Life liberty and the pursuit of happiness is the law that shall never again be replaced with the tyranny of false morality. The purpose of the law is to protect the innocent from those who would do them harm, and to provide equity in disputes. Law shall not be used to raise revenue [The 8th Amendment] in our courts by armed robbery and extortion at the law. The court is to be for the just deliberation of cases in the law and equity. However the Government may Enact Tax Law in order to fund Necessary and Lawful Purposes from time to time in a manner prescribed by, Constitutional law.

A) purpose

The United States Unified Militia is responsible for the upholding of the law and the preservation of life,liberty and the pursuit of happiness. The protector of the people and of the Constitution,The Militia is responsible in its turn for the moral of the public. However, so also is the Government in its role. The roles of the Government and the Militia must However never be confused either one in the role of the other is a clear and present danger to the National Security of the United States. In order to respond to Crimes and Criminals the Militia shall train its members in the law. The United States Unified Militia through guarding the law from the degradation of corruption and the Education of the people in the law together with the just precepts of Judgment shall preserve protect and defend the United States of America..In addition. The volunteers in all three branches of the Militia must be constantly in training for all types of Emergency and, or Natural Disaster, Further, The Constitution though limiting must be upheld and adhered to because it is the best hope for the future security of Life Liberty and the Pursuit of Happiness.

The United States Unified Militia, is organized as, a rank a file system of authority.With The Office of the Presidency of the United States as the High Chief of the United States Unified Militia. The president is the Chief of the Militia and the Commander of the Military as Prescribed by Law in The United States Constitution. “And, the President shall also be the Commander and Chief of the Military and the Militia. “[Siteing] However,the day to day Operation and planning of the United States Unified Militia shall be accomplished by the Vice Chief and the High Counsel of the Militia. The United States Unified Militia shall be comprised of three branches The Uniformed Militia, The Independent Militarized Militia, and the Civil Militia Further each Branch shall be administered by one “General” for that branch, Elected by the popular vote of the members of each branch and shall have authority in two thirds majority The Vice Chief of the Militia shall have Authority to Represent The United States Unified Militia Redressing all matters whatsoever between the Government and the Militia. The president of the United States shall be also Chief of the United States Unified Militia Except in any case of Redress of Grievance filed in the United States Supreme Court. In all cases of Redress, the President must appear together with the Vice President and The Speaker of the House. each having Absolute authority over their respective branches of the Government for the purpose of negotiation With the United States Unified Militia which shall be represented By the Vice Chief and the Generals of the Unified Militia Further it is the duty of the Vice Chief of the Militia to Inspire and Unify the Militia. The Chief Justice of the Supreme Court shall Represent, The Government.Additionally there shall be three high counsels for each General


C) Qualifications and Process for the Election of Officials

The Vice Chief of the Militia shall be chosen by a popular vote every 10 years and shall have authority for not more than 1 term in office which office shall with the 3 Generals of the Militia, constitute the Hi Counsel of the The United States Unified Militia. The Vise Chief shall fear the Militia whom by 2/3 majority, of persons in the Combined Militia, Reserve the Sole Right and Power of Impeachment. The 9th and 10th Articles of Amendment to the United States Constitution. The Vice Chief shall have the following Qualifications first he shall have attained the age of forty five and have served at minim ten years with the militia, or five years with the military, and five years with the militia, or other equivalent combination of terms in service to both. The vice chief shall additionally have a doctoral degree in the law from an accredited college or other institution approved by the United States Unified Militia and shall possess a willingness to protect and Defend the United States from Corruption and Demonstrate a just and fair disposition in his/her daily life and business Dealings and have no malicious intent found under pentothal evaluation as defined in [Chapter 94 of Part 1 TITLE 18 United States Code](Proposed),(Included with this posting or on my facebook timeline public .Dennis Doty )

The Generals Of The Militia when in a quorum of the three constitute “The Council Of Generals for the United States Unified Militia and shall have authority of one third plus one the authority of the Vice Chief Of The Militia. Therefore when in unanimous consent the Council Of Generals have the authority to countermand the Vice Chief, and may that be Construed as amicable descent. Human beings occasional disagree. The Unified Militia shall recognize the well informed majority as the law of the land. In the absence of an educated opinion, the rationale must stand their ground and uphold the law of liberty, and postpone; further discussion until reason may be found among all. Remembering,the purpose of the law is to protect the innocent,from them that would do them harm. This Also, no plan that would produce a victim, is correct, and begs further discourse and design. The generals, are personally responsible, morally and eternally for this cause,Inaction is often better the reaction. Each of the Generals of The Counsel Of The Generals shall posses the same qualifications as those prescribed For the Vice Chief except in the matter of education the generals of the unified Militia shall have earned a Doctoral Degree,in any field of study.


D) Process of rank increase to fill local position of authority and qualifications

(1) Position of authority In the militia shall be largely earned by the members of the three branch though the training and certification of the Militia training programs and the education of schools accredited by the militia together with the military facilities and police Academies (Uniformed) or CIA academies (Independent Militia) in the United States with exception to those organization as approved by the Militia elsewhere in the world
2) Appointment shall be by rank and record of Service to the People in time of war or public danger.or in time of peace the records shall record all training and training shall Constitute Service and Training Experience for rank increase.Once a member reaches the Command Rank of Sergeant he or she becomes eligible for appointment to office of employment in the Militia all Appointments shall be made and approved at the local level of the Militia. all appoint members are officers and shall have the right to accept Duty in paid positions of the Militia employed by the Militia according to the members skills and training Certificates officers should move where they are needed therefore the militia shall make services available for the transfer of officers and other members of the militia to post where the officers specific set of skills may be needed in order to help members of the Militia accomplish the duties for which they were trained. .

E) Officers and other paid positions
Officers shall be elected officials having first achieved the approved by the counsel of their peers as well as the Counsel of Appointments and Promotions, before applying to the police academy however police services may enlist volunteers and hire guards who meet with the approval of the officers at local level in order to give an opportunity to those who aspire to public services as police officers.officers school for another appointment shall consist in all areas of emergency response and shall be carried out in any form of
educational program approved by the militia however must areas of train will have prescribed curricula approved by the high counsel of the militia In addition the United States shall employ indigent individuals in as many professions the as can be found in the service of the people government and the military and shall provides for their pay room bored and uniform with a reasonable allowance with paid training and transportation in order to rehabilitate those whom have found themselves in a dead end situation all who wish to train may be enlisted in the job-corps or military or maybe contracted to the city state or other Government though the afore going relationship shall be a mutually profitable arrangement for the those training and not slavery lastly all members who are found serving the militia in official capacity for more than 30 hours a week shall be defined as indispensable personnel to the militia and shall be paid in the measure that shall be defined for said indispensable

SECTION ONE The Uniformed Branch
shall consist of all police officers, Firefighters, Emergency Medical Services Personnel. SECTION TWO The Independent Militarized Militia,
shall be comprised of all organization that maintain a more or less military rank and file system including military ranks and courtesy, wishing to remain independent from the organized structure of authority in the United States so as to preserve a neutral disposition and thereby uphold for the rest life liberty and the pursuit of happiness. The independent Branch of the Militia shall administrate the Central Intelligence Agency responsible for the infiltration, and investigating of the agencies and persons of the Government, and corporate organization and agencies therefore the arrest and prosecution of enemies domestic. In addition The Independent Branch shall be considered the counterpart partner of the United States Military brothers and sisters to the Marine Corps in brief the military is responsible for defending the United States from enemies foreign and then enemies domestic whereas the Militia shall be responsible for the common defense of the United States from enemies domestic and then enemies foreign. However, the member groups of the Independent Militia shall adopt Army ranks for the purpose of compatibility with the rest of the United States Unified Militia. In addition the Independent Militia shall prepare perpetually for invasion at the borders of the United States However the Militia Training is for the defense of the United States from all legitimate enemies therefore the Independent will facilitate the training of volunteers for the United States Military as well as agents and operatives in cooperation with The National Security Agency's Special Operations Division

SECTION THREE the civil militia
Shall be comprised of all civic organizations and clubs who wish to join in this branch. The United States Unified Shall train the Civil Militia in Constitutional law logistics and communications. The members of the Civil Militia shall provide liaison for the Republic to the Militia in cases where the public may be in danger of corruption public and private and shall determine by their training which organization should be contacted for assistance on a case by case basis usually the FBI in the Government or the CIA in the independent Militia However it is the responsibility of United States Unified Militia to help the people and provide for the redress of grievance to the Government the Civil Militia shall be the branch responsible for Diplomatic duty’s for the Unified Militia and therefore they that wish to be Diplomats shall receive training for that purpose through attendance of seminars and classes.

Upon evaluation FIMA, shall contact the President and make a report to include initial and long term plans for the rescue and protection of the victims as well as reclamation of the disaster area.
